歐盟增列五項RoHS『豁免項目』 (2006/310/EC)

歐盟已於2006年4月28日正式公告第2006/310/EC號決議，修正原2002/95/EC《電子及電器設備限用六大有害物質》(RoHS)指令的附件，增列『排外條款』的適用範圍。同時，2006/310/EC所增列的五大點，皆與「鉛」相關，該決議增列的『豁免項目』如下：

第16點：管狀白熾燈矽酸鹽塗層燈管中的鉛。
Lead in linear incandescent lamps with silicate coated tubes.

第17點：用於專業複印設備之高強度放電燈(HID)中的鹵化鉛發光劑。
Lead halide as radiant agent in High Intensity Discharge (HID) lamps used for professional reprography applications.

第18點：仿日曬含磷 (例如：BSP) 放電燈中螢光粉的鉛活化劑(鉛含量1%以下)，以及二氮化合物印刷、平版印刷複印、捕蟲器，光化學及硬化製程使用的含磷(例如：SMS)放電燈中螢光粉的鉛活化劑。
Lead as activator in the fluorescent powder (1% lead by weight or less) of discharge lamps when used as sun tanning lamps containing phosphors such as BSP (BaSi2O5:Pb) as well as when used as specialty lamps for diazo-printing reprography, lithography, insect traps, photochemical and curing processes containing phosphors such as SMS (Sr,Ba) 2MgSi2O7:Pb).

第19點：小型省能燈泡中含PbBiSn-Hg及PbInSn-Hg成分之主要汞合金中的鉛以及含PbSn-Hg 之輔助汞合金中的鉛。
Lead with PbBiSn-Hg and PbInSn-Hg in specific compositions as main amalgam and with PbSn-Hg as auxiliary amalgam in very compact Energy Saving Lamps (ESL).

第20點：液晶顯示器中連接前後平版螢光燈基質的玻璃中的氧化鉛。
Lead oxide in glass used for bonding front and rear substrates of flat fluorescent lamps used for Liquid Crystal Displays (LCD).

EU announced 5 points of “RoHS Exemptions”(2006/310/EC)

The COMMISSION DECISION (2006/310/EC) of European Union just been released by 28 Apr 2006. This Decision is amended, for the purposes of adapting to the technical progress, the Annex to the (RoHS) Directive 2002/95/EC of the European Parliament and of the Council as regards “exemptions” for applications of “Lead”. In the Annex (exemptions) to Directive 2002/95/EC, the following points are added:

16. Lead in linear incandescent lamps with silicate coated tubes.

17. Lead halide as radiant agent in High Intensity Discharge (HID) lamps used for professional reprography applications.

18. Lead as activator in the fluorescent powder (1% lead by weight or less) of discharge lamps when used as sun tanning lamps containing phosphors such as BSP (BaSi2O5:Pb) as well as when used as specialty lamps for diazo-printing reprography, lithography, insect traps, photochemical and curing processes containing phosphors such as SMS (Sr,Ba) 2MgSi2O7:Pb).
