中國《電子資訊產品污染控制管理辦法》正式頒佈

中國《電子資訊產品污染控制管理辦法》已於2006年2月28日正式頒佈,規定所有在中國境內銷售的電子資訊產品,必須標注有毒有害物質或元素、環保使用期限、可否回收利用及包裝物材料名稱。若電子資訊產品生產者、進口者違反本辦法相關之規定,將依法予以處罰。本辦法自2007年3月1日起生效。

本辦法重點如下:

◎電子資訊產品的定義:
是指採用電子資訊技術製造的電子雷達產品、電子通信產品、廣播電視產品、電腦產品、家用電子產品、電子測量儀器產品、電子專用產品、電子元器件產品、電子應用產品、電子材料產品等產品及其配件。
◎有毒、有害物質或元素的定義:
鉛、汞、鎘、六價鉻、多溴聯苯(PBB)、多溴聯苯醚(PBDE)以及國家規定的其他有毒、有害物質或元素。
◎標注要求:
所有電子資訊產品,必須標注有毒有害物質或元素、環保使用期限、可否回收利用以及包裝物材料名稱;若產品體積或功能的限制不能在產品上標注,應當在產品說明書中註明。
◎實施日期:
本辦法自2007年3月1日起實施。

 TAC舉行RoHS & WEEE會議
技術採用委員會(TAC)最近一次會議於2月15日在布魯塞爾(比利時首都)舉行,會議圍繞歐盟RoHS與WEEE兩指令展開,該會議摘要如下:

一 RoHS指令豁免項目:
會議主要針對RoHS指令豁免項目進行討論,最後提出5項新的豁免項目進行投票。目前,委員會成員仍在做最後討論,一旦經採用,將立即在官方網站進行公布。
二 符合RoHS法規的指南:
歐盟會員國於1月27日召開會議,針對一份各會員國如何執行RoHS法規,以及業界如何符合該法規的指南進行討論。而且,該指南一旦通過,會在業界公布。
三 WEEE註冊:
針對WEEE指令所要求的電子電器設備註冊問題,特別是遠程銷售產品,會涉及到在一會員國市場上銷售,而在另一會員國廢棄該如何註冊。有些建議進行歐盟聯合註冊,但有些國家的註冊已經展開,該辦法實施比較困難。此外,另有建議歐盟會員國資源共享。同時,委員會亦會徵求各會員國的書面建議。
四 灰色地帶產品:
針對指令涉及的灰色地帶產品,委員會要求在會議展開後兩週內各成員國提交書面清單,以便澄清灰色地帶。


China ” Administrative Measure on the Control of Pollution Caused by Electronic Information Products ” Released

China “Administrative Measure on the Control of Pollution Cased by Electronics Information Products” has been released formally at Feb 28, 2006. This measure has ordered that all the manufacturing, selling and importing Electronic Information Products are required to be indicated【Toxic or Hazardous Substances or Elements】、【Environment-Friendly Use Period】、【Recyclability】、【the Names of Packing Material Substances】. A manufacturer or importer violate the related provisions within this measure shall be penalized by the relevant agencies. This measure will come into effect by Mar 1, 2007.The highlight of this measure is as below:
◎ Definitions of Electronic Information Products:
Electronic Information Products refers to the following products and their accessories manufactured by using electronic information technology: electronic radar products, electronic communication products, broadcast television products, computer products, household electronic products, electronic measurement instrument products, electronic products for special use, electronic component products, electronic application products, electronic material products, etc.
◎ Definitions of Toxic or Hazardous Substances or Elements:
Toxic or Hazardous Substances or Elements refer to the electronic information products containing the following substances or elements:
Lead ; Mercury ; Cadmium ; Hexavalent Chromium ; Polybrominated Biphenyls (PBB) ;Polybrominated Diphenyl Ethers (PBDE) ; Other toxic or hazard substances or elements set by the State.
◎ Marks:
A manufacturer or an importer shall indicate【environment-friendly use period】、【the names, contents, and locations of toxic or hazardous substances or elements】、【recyclability】、【the names of packaging material substances】on the manufactured or imported electronic information products. Should limited to the size or function of the products, which may be indicated in the user manual.
◎ Effective Date:
This measure will take effect by March 1, 2007.

 TAC Held “RoHS & WEEE” Meeting
Recently, TAC (Technical Adaptation Committee) took place a meeting in Brussels on Feb 15, 2006, focusing on the RoHS and WEEE Directives. The Summary of the meeting is as follow:
1) Vote on proposal for new exemptions
The Commission proposed the adoption of six new exemptions but – following discussions with Member States – withdrew one of these. A Qualified Majority Vote was reached on the remaining five.
2) Guidance document for EU RoHS enforcement bodies
The UK gave a presentation on the establishment and launch of an informal network of EU RoHS enforcement bodies. The UK had hosted the first meeting on 27 January 2006 with one of the aims of that meeting being to discuss a draft guidance document for enforcement bodies. Member States gave widespread support for such a document, which would set out broad principles by which their enforcement bodies would operate. The objective would be to secure a common enforcement approach across the EU. The proposed approach is one of risk based market surveillance and seeking documentation before proceeding to testing if necessary. Once the document is agreed it will be published and made publicly available to all stakeholders.
3) Exchange of views on National Producer Register for WEEE
A general discussion and exchange of views of the possibility for a EU-wide register of producers placing equipment on the market.
4) Grey area products
A limited discussion on a new Commission table of grey area products.
