Newark InOne發行RoHS產品目錄

Newark InOne,是Premier Farnell plc.子公司,也是全球聞名的批發商。目前,該公司已宣佈即將出版一本全新,總共印製580頁的目錄,專門提供符合歐盟限用六大有害物質(RoHS)指令的電子產品,該目錄預計於今年3月份上市。

◎RoHS目錄區分六大項
該目錄中多達4萬種產品,主要區分為六個項目:半導體、被動元件、電線電纜、電機機械/電力/電路防護系統、光電產品以及焊錫產品。這些產品主要為國際知名大廠製造、生產,包括Texas Instruments, On Semi, Maxim/Dallas, IR, National, Intersil, AMD, Fairchild, Freescale, Avago, Kester, Littelfuse, Honeywell, Tyco, Molex 以及Amphenol 。

◎便於確認符合RoHS的零件
此外,該目錄前段章節也提供詳細的指南,以利於北美洲的工程師遵守RoHS指令的規定,該指令將於2006年7月1日生效。同時,Newark InOne也發表所有符合RoHS的庫存零件之最新數量,雖然許多製造業者並沒有如此做。Newark InOne深信這是唯一方法,以確保能輕易確認符合RoHS與不符合RoHS的零組件,並且完全徹底地將該公司的倉庫內部與顧客貯藏室的產品做區隔。

 WEEE延遲執行 導致地方議會支出
國家廢棄物最終處置協會官員強烈要求中央政府,提撥電子廢棄物的補助款給地方政府時,絕對要採取準確的計算方式。

◎力求精準確實
貿易工業部(DTI)已承諾提供更多補助款給地方政府,以支付WEEE指令衍生的電子廢棄物”新負擔”的支出費用。目前,DTI已支付1.47仟萬英鎊給全英各地的地方議會。DTI已表示,一旦地方政府獲得更多實際發生的費用之相關資訊,即會成立一項專案提撥相關的補助款。此外,NAWDO副總裁Ken Person 表示,中央政府應該確保盡可能精算各個地方政府的負擔費用,而非僅僅負擔CRT的平均再利用費用。假如各地方政府負擔的費用建立在平均再利用費用的基礎上,則有些地方政府的補助款則將不足以支付再利用費用。

◎英國第四次宣佈WEEE延遲
DTI表示,一旦更加明確的WEEE指令實施時間表出爐,將有助於DTI與地方主管機關及環保署去瞭解、確認各個地方議會所負擔的費用。截至目前為止,DTI尚未明確指出相關費用的計算方式。除此之外,地方政府目前正面臨因WEEE法令而衍生的有害電子電器廢棄物最終處置的限制與費用。英國WEEE法令預定的生效日與生產者責任同步生效。總之,由於回收電子電器廢棄物的再利用費用應由生產者負擔,但截至目前為止,貿易工業部(DTI)尚未執行WEEE指令,同時,該指令也尚未轉化成英國當地的法令。

Newark Inone launches RoHS product catalog

Newark InOne, a subsidiary of global distributor Premier Farnell plc, has announced that a new 580-page catalog devoted to electronic products that are compliant with the European Union's Restriction of certain Hazardous Substances (RoHS) directive will be available in March.

◎ RoHS Catalog segmented into six sections
The 40,000 in-stock products in the catalog are segmented into six sections by semiconductors, passive components, interconnect/wire & cable, electromechanical/power/ circuit protection, optoelectronics and soldering. These include products from hundreds of top manufacturers such as Texas Instruments, On Semi, Maxim/Dallas, IR, National, Intersil, AMD, Fairchild, Freescale, Avago, Kester, Littelfuse, Honeywell, Tyco, Molex and Amphenol.

◎ Easy to Identify the Compliant Parts
Moreover, the front section of the catalog also includes a detailed compliance guide to help engineers in N. America to comply with RoHS requirements, which takes effect July 1, 2006.
Newark InOne has issued new part numbers for all its compliant stock, even if the manufacturers have not done so. The distributor believes this is the only way to ensure that compliant and non-compliant parts can be identified easily, and properly segregated within its warehouse and their customers' stockrooms.

 WEEE Delays Lead to Cash Payout for Councils
The National Association of Waste Disposal Officers has urged the government not to go down the easy route when working out funding for local authorities because of waste electronics.

◎ Accurate
Local authorities have been promised further funding by the Department of Trade and Industry in order to cover "new burden" costs for electronic waste brought about by hazardous waste regulations. Already a payment of £14.7 million is to be shared out amongst the UK councils. The Department of Trade and Industry has said that it will be topping up these payments through a special grant scheme later on this year once more information is available on actual costs incurred by local authorities. Ken Pearson, vice chairman of NAWDO, has said that the government should ensure that each local authority's amount is worked out as accurately as possible rather than just working out an average price for CRT recycling. If councils get the funding based on an average basis then some will win and some will lose.

◎ UK Announced the 4th Delay for the Implementation of WEEE
The DTI has said that once it has a more precise timetable in place for the implementation of the WEEE Directive it will consult with local authorities and the Environment Agency to ascertain a figure for each council. The department has not indicated exactly how this figure will be achieved.
Local authorities are facing additional restrictions and costs on the disposal of hazardous electronic waste because of hazardous waste regulations. The original timing of the regulations had been planned to coincide with the start of producer responsibility through the WEEE Directive.
The costs to have hazardous WEEE recycled would have been covered by electronic producers, but the Department of Trade and Industry has so far failed to implement the Directive into UK law.
